You are correct, there is a torque spec for the stock rockers. You torque
them to 21ft./lbs.

Actually, there is no set torque on rocker arms, (there are 100 ways to
do it BUT) I usually go around on each rocker and set the piston to top
dead center, then tighten the rocker until there is no more play and go
an additional half turn. To find TDC I usually rotate the crank with a
breaker bar and have a screwdriver in the spark plug hole feeling for
the piston to go up and stop it when it just stops moving (before it
starts going back down). I think the V-6 is hydraulic, if it is therer
is a lot more room for error and adjustment is not quite as critical.
