I think you're right. From what I've read about the rocker upgrade,
both here on the DML and from magazine articles, it seems to be more of
a reliability upgrade or a mod for someone looking to get every last
ounce of HP out of their engine, regardless of cost. I think the 1.7s are
available simply because "as long as I'm changing out the rockers anyway,
I might as well go to 1.7s and get a little more hp...".
As long as you keep the rpms reasonable, I don't think the rockers
would be worth the $400 to you.
