Yes the bumper can be shifted up and down a little as the bumper mounting
bracket is attached to the frame with slotted holes. There are three bolts
that attach it to the frame on either side. 2-3" of movement sounds like an
awful lot though... Must have been one heck of a wallop!

Does the front bumper on the 97's like rotate from up and down? Cause
someone backed into me and pushed the front part of the bumper up to
touching the bottem of the hood, and when you look at it from the side, the
bumper part that curves around is going down so thiers like a 2-3inch gap
between the body and bumper. Like it only has 2 bolts holding so it can
pivit up and down on a bar. sorry for the gibbering, can't quite really put
it into good words.
