I'm no lawyer but as far as I can tell, what's going on is that the
taillight covers have been deemed to make the vehicle unsafe, probably
because they cover up part of the lighted area. They consider that "not
proper" and thus can call in that piece of the law.

If you're getting in a court battle over it, I strongly suggest you hire
counsel.
