Whining in rear end.

I have a 98 SLT CC, I just replace the tires and wheels. I have a Whining in
the rear end. I had it before with the "Goodlucks" Inslickers. I first
though it was the tires, so I didn't worry about it. But now with new tires
and wheels I still have the whining. It is happens when I let off the gas
and continues until I stop. Any advice.
