I agree as well and I think the "12 year old" cut-off seems appropriate. As
said before, adult crime should equal adult time. Truly a sad state of affairs
and there does seem to be an increase in juvenile crime although I don't have
any good statistics... Just what I've heard/seen on the news. Yet another
example of the break-down of families and family values in America?
