I have the same problem (the black part is starting to rust) and i have a 99.
this is a bunch of BS. I am waiting on my new carpet to come in and i am
going to raise some hell down at the dealer. AGAIN

Has anyone experienced any rust or rust bubbles on their front bumper??? My
1997 Dakota is starting to rust badly on the front bumper. I know they are
going to tell me its normal wear or that I have let it get all scratched up
which caused the rust. But that is not the case, out of no where it started
getting rust bubbles. I guess I will have to call my friend down at the
dealer and see what he thinks................
