2 things... Yes the factory limiter is 115 mph.

I've had my '99 RT up towards approx. 125 mph with a computer
that was altered...the speedlimiter isn't removed, just moved
up to approx. 128 mph. The RT would could run up towards redline
in OD if there wasn't a speed limiter (and the road long enough)..
which would put it around 130-132 mph from my estimates.

Now, I had a '95 SLT, 5 spd.. No speed limiter (mopar perf. sbec),
and took that to approx 129-132 mph (had to go by RPM, and ratio
that to a lower speed/rpm to get the approx. mph.) I could have
gone more, but it was WAY scary, and the passenger mirror flug
up against the door and was a sign for me to let up. 100-115 mph
in a brief burst is one thing, but when you get to that point, and
start pushing towards 120-125-------130 (it gets hairy in a pickup
truck). The '95 had more, but probably would have topped out at
135 mph... I know I was at least 130 with more in it...but it was
getting tough to gain anymore speed. Did it once, enough for me.

With the right gearing, a V6 could probably do about the same... I don't
think the newer body styles are AS speed limited aerodynamically as
the '96 and older Dakotas. In my '99 though, when I let off the gas,
it was like a pulled a parachute though!!! Dropped down to 115 pretty
quick, and then 100, 95, etc... No streamliner for sure!
