yeeaaahh... some states don't even care, and some totally flip out. It's
gonna have all the pollution stuff on it and the OBD-I will be competely
functional. It'll even be able to pass a sniffer with a quick swap of a
couple things... it's just the shitty technicalities that make Va.
suck...
