"FIPKs are given an EO (Exemption Number) by CARB (California Air Research
Board) which means they are street legal in all 50 states. These kits are
designed to replace the original air filter case but do no eliminate or
render inoperative any emission control device. A high temperature label
issued with each kit displays the EO number assigned by the California Air
Research Board. The number will allow a vehicle to pass a visual inspection
at an authorized Smog Inspection station. "

As long as you have the sticker, there's nothing that the dumb-a$$ can say
