Yes, your left taillight is broken, you actually have 2 filaments in the 3157
bulbs. one for dimmer lights (parking) and one intense blast (for blinkers)
basically, you have a smaller load on the blinker relay and it's causing it
to blink faster, go ahead and replace the rear bulb.

 would blink 3 times as fast as normal. At first I thought it was a bad
 bulb. I checked all bulbs and all were working. Then I had someone stand
 behind the truck. When the lights are on and I push on the brake peddle
 the left tail light goes out. Anyone have an idea what is happening?
