I don't think that's a very good idea. Plastic bags are not that strong
(even the thickest ones) and can tear easily from rocks, twigs and other
road hazards or even from whipping about in the wind under the truck. Also
they are not made to last out in the elements and will dry out quickly and
be more apt to tear. Once you get even a small tear in one, water can get
in, but it can't easily get out. You wind up with your lock sealed in a
moist environment.
