It's called "Wire Loom" or Convoluted Tubing. JC Whitney has an assortment pretty cheap.

Subject: DML: Colored Wire Covering

I'm looking for the plastic ribbed covering that can be used to
cover/protect wiring under the hood of the vehicle.
This covering is often black and cylindrical and can be found on most cars
and trucks covering areas where many wires coverge - keeping them clean and
giving the under hte hood area a neater appearence.
I have seen these in white as well and was wondering if nayone knows where I
can get them in Yellow??

Thanks
