My '00 4.7 had similar problems, as did my '97 v6. On my v6 I fixed it myself
by using rubber cement on all the vacuum line connections under the hood and
under the dash (the kind of cement that can be broken loose easily, not RTV!).

My '00 also started doing oddball vacuum redirection, or just taking a long time
for the flaps to change after moving the knob. I took a look at the vac lines
under the dash and decided it was the same problem, loose hoses (they just don't
seal well it seems to me; a sloppy fit).

So I take it to the dealer and told them what I thought would fix it, but with a
75K warranty I was damned if I'd be the one under the dash doing it. Well they
ignored my theory outright and said they installed an *additional* vacuum
reservior. I haven't pulled the panel to see if they actually installed an
extra one or not. Haven't had the problem since but it was always intermittent
so I still waiting I guess. Their theory was 'lack of vacuum to keep flaps in
proper position' therefore 'add a bigger reservior'. I still think the lack of
vacuum is more leak related and an extra reservior is kludge.

It has occurred to me that idle problems could be vacuum leak related also but I
don't know. Idle has been steady since the flash awhile back. As far as I
know that was just a programming kludge to account for same vacuum leak.
