Throttle Body Mods - Air Horns Question

I'm looking into my next upgrade - the Throttle Body.

My basic question is: If removing the air horns that
protrude from the top of the TB is an improvement; why
was it engineered and manufactured that way?

It appears to me that the TB would be simpler and
less expensive to manufacture without the air horns.
