I watched Mike Hoover run a 14.7 with his 00 RC R/T. All he had done
was replace the stock air filter with a drop-in K&N. The same day, I
watched Daniel Beans run a 14.9 with his 00 CC R/T, bone stock. If
you require proof I can obtain scans of their slips, but you'd still
have to take my word for it that they had no mods.
