I know you wanted bernd's reply, but here's mine.

They want you to turn it to 147 degrees because at that point, the lifters
aren't being pushed on by the camshaft. basically, just rotate the crank
around until you see that the pushrods aren't in a "extended" position and
lock down on the nut.

This is just to start it. You'll have to later on,
-start up the engine,
and while it's idling......
loosen up that nut that holds the roller rocker in until you hear a slight
tapping/clicking

slowly turn it to where it stops clicking and give it another 1/2 to 3/4 of
a turn, and tighten that allen screw and move on to the next rocker..

PS. while final adjustments are being made, you'll have a good amount of oil
splashing on your headers/exhaust manifold, so expect smoke!
