Just holes cut in the liner. A drill for a starter hole (be careful!)
and snips would probably work best if you don't want to remove the
liner. The Mopar liner has holes, I'm surprised yours doesn't either.
I don't have any covers, everything just drains.

Squeeze the top part and pull gently. Once you get one clip undone the
rest will just follow. The key word is "gentle" - slow and steady is
the key. Shift to 1st if you have an auto, it'll make things easier.
And tilt the steering wheel all the way down.
