Here in Calif, if you're under 21 you could lose your license til you're 21.
The same law applies to having alcohol in your car, opened or unopened.

A lot of us do it, me included if the opportunity presents itself, but
street racing *is* illegal. If you're caught you can lose your
license, pay huge fines, etc. Here in NC, the offense is worse than
driving under the influence. Some people choose to not take the risk.
It's possible that guy had already been caught once, or had other
points against his license and didn't want to risk getting caught.
