Two ways:

(1) Use a Turkey Baster and remove all the fluid - Replace and repeat twice
to make sure that all the fluid is clean - Quick Clean Method
(2) Remove hose from bottom of pump (by the rack) and drain into a pan.
Start engine and run for NO MORE than 10 seconds to cycle the rest of the
fluid out. Replace with new fluid. (Proper way)

On both methods, you need to start the engine and turn the steering wheel
from lock to lock (Full turns from left to right) three or four times to
bleed the air out of the system. You'll know when the air is out when it
stops squeeling at both positions (Left or Right).
