Look at it from a Marketing/Accounting perspective. It's called Potential
Market Penetration.
They can sell a pant-load of $17k Panels to everyone and their gramma,
versus a very select few people willing or able to shell out $35-55k for
the others.
Who knows, it may get the axe as well.
