If the valve is closed, a leaking stem seal won't make a difference on
compression. What happens with a leaking seal is the oil will flow down the
valve stem and leak into the combustion chamber when the valve is open
(causing the oil smoke out the tailpipe). Once oil (and heat) get to the
seal, it can (in some instances) seal itself shut again. The same goes for
rings but if they leak...they leak. Nothing changes that (hot or cold).

I guess the valve seat or something could expand. A person could also come
to that conclusion by a compression check.
