Stall Speed of the converter is the speed (RPM) at which it locks up and
starts to turn the front pump in the transmission.
the front pump, if I am not mistaken, is the one that produces the hydraulic
pressure used to propel the vehicle. Ask for a second opinion, before
accepting mine. However, I CAN ASSURE YOU that a stock Torque converter
usually starts to engage around 750-900 RPM others may engage at 1000 Rpm,
up to possibly 5000 RPM. A stall converter is exactly that....
A converter that stalls to a certain RPM. It helps with the launch off the
line in Drag Racing. If your Racecar HP and Torque peaks start at 3500 RPM,
that is probably close to where you would want to stall it, unless you drive
it daily. I have seen (and driven) 1,000 rpm stalls daily. WARNING this can
pose serious traffic hazards.

keep in touch!
