Sounds like it's not fully engaging into LO. I know the '00 uses a
different shift lever setup from previous years, but I know on my '99 it
took a few tries before I got the hookup. My procedure is this:

-Stop truck
-Tranny in N
-Shift into 4HI
-Wait a second, to get ready for the yank
-In one smooth, firm, fluid motion, slide the lever to the side and back
as far as it'll go.
- Tranny back to D

The '00 and up uses a "straight-through" lever, 4HI is forward, N and
4LO are back, IIRC (haven't seen one in a while). Should be OK if you
just grab hold and pull. If you aren't firm with it, or you don't make
it in one smooth motion, it will probably not fully engage.
