Steam clean it. Make sure you cover your alternator, distributor, PCM, and
anything else electrical. For the hood insulation, replace it.

OK, due to my adventures in Chicago over Christmas, I have power steering
fluid all over the inside of my engine bay. What's the best way to clean
that crud out before it gets all gooky?
