If the fan did not spin you would have problems. When cold (it's been
sitting for a while) the viscous fluid needs some rpm's 1500-2000 to break
free and start to slip you may hear the fan roar as you start to drive then
it will get quiet it but at no time when the engine is running should the
fan stop spinning.
