The 98 manual states that the activation of the chirp and locking of the
door at 15mph is to be performed by the dealer. The manual has no
instructions to do this yourself. Should only take a few minutes to perform
as I had this done to my 98 Sport.

Check the owners manual.. At least on my Neon, they do have instructions to
dis/enable those items...
