My brake indicator light does that also. It glows *very* faintly anytime
the truck is on, and has done so ever since it was new. But I'm not so sure
it's the actual brake indicator bulb and not something else though, because
the glow doesn't look like it is centered directly behind where the brake
indicator is located - its like only half of the brake indicator is glowing.
I never thought anything of it, but the possibility of a bad ground does
make sense. If it is infact the parking indicator bulb glowing, it should
either be ON or OFF...

As for the intermittent wipers, I've also wondered about mine. However, I
think it's just that they function differently than those on other vehicles
I've driven. On the dakota, when I change the delay setting even just one
notch, the wiper cycle resets itself and the wipers dont move again until a
full delay has elapsed. Even if the cycle is almost over and the wipers are
just about to move, if I change the delay setting, the wipers seem to pause
while a full new delay cycle elapses. This is very annoying. Is this the
problem you're having with the wipers? On all other vehicles that I've
driven, the wipers don't pause like this, they just keep going at an
increased or decreased frequency instead of starting a new pause cycle.

(But I've pretty much eliminated this problem... buy a bottle of RAIN-X and
apply it... you won't need to use the wipers again while moving!)
