Actually, you can do that with MS Outlook 2000 too.

1: Click on Address Book
2: Right Click on The DML address
3. Select Properties
4. Click on the "Name" tab
5. Click "Send e-mail using plain text"

In Microsoft Outlook Express 5.0 if a person only wants a single address to
be plain text:

1: Click on addresses
2: Right Click on The DML address
3. Select Properties
4. Click on the "Name" tab
5. Click "Send e-mail using plain text"

With this setup you can pick and choose who receives only plain text and who
can receive other types of mail
