The dealer can only apply new programs that have been given to them by
DaimlerChrysler. These flashes must pass EPA testing. The dealers don't even
know what's in them, or what they do - I asked a dealer what the flash did on
mine when they applied it and they had no clue (and admitted to it). They do
not have the tools or knowledge to modify any of the PCM code independently.
