You are mistaken. CalTrans workers are not wasting time leaning on shovels.
Rather they spend the whole day coning off lanes in the middle of rush hour
and than removing the cones after rush hour. No time to rest on shovels.
Wait, stand corrected, there is a group of workers watching the cones going
down and they are resting on their shovels.
