Chris,
I have the Pop'n'Lock in my 99 also, I ran the harness into the cab through
the big rubber grommet by the steering column. Had to snake it up through the
left frame rail by the brake lines, then cut back the loom enough to push the
wires through a small slit I cut in the big grommet. They come in right up by
the brake pedal linkage inside.
