Subject: DML: Spark Plug or Spark Plug wire - what's the problem?

Here's the situation.
When stopped with my foot on the braket the rpms dip
below 650 rpms to about 600 then back up to about 675.
Before it jumps back to the proper range it shutters a
bit or runs rough.

I noticed that when this is happening there is a spark
going from about the "T" on the Taylor pro 8mm spark
plug boot to the metal heat shield.

Here's the question: Is it the spark plug wire or the
spark plug.

There doesn't appear to be any cuts on the spark plug
boot, and no discoloration anywhere on the spark plug.

Any suggestions?
Thanks
