Feel around under your seat. There will be a small slit in the carpet where
the wire for the seat belt passes through. Feel around in that slit and you
should find the power seat pigtail. Unless it changed in 99, it should be
part of the standard wiring harness. If not, go back to where you got your
seats and get the pigtail out of that truck. Then you can plug it into your
trucks' harness.
