Removing Front Valence

I want to install some fog lights on my '98 DAK. I have the
plastic under-bumper valence that must have holes cut into it.
 I also need to remove the valence to mount the fog lights.

Is there a way to remove the valence without removing the whole
front bumper? How do you do it?
