That panel looks the same as mine except mine has the cloth. I have a 98.
I don't see why you would have any troubles fitting that on your 1999.

    Anyone know if the panels would be interchangeable with a '99 without
power anything or are there subtle differences in door handle connections
and what not. I want to customize mine and these look a lot easier to start
with.
