Silencers have been illegal for a long time. I think with the original law
that banned fully automatic firearms to the general public. Yes you can own
one but it takes the class 3 FFL. Not easy to get and not easy to keep. I
think you now have to maintain a storefront and regulated business to keep
it. No more getting one just to buy parts fro your own guns.

The same reason they put mufflers on cars... Out where I live, the
houses aren't right on top of each other so there is plenty of room for
plinking, but of course the sound would get REAL annoying to the neighbors
really quick. I would consider getting a silencer just to keep the peace
with the neighbors.
So there's the need; as far as why anyone would expect one to be legal,
I should hope they would be, we are supposed to be a free country after
all. Unfortunately, you are probably correct in that most folks would
just expect them to be illegal right off the bat, what with all the
freedoms being taken away on a daily basis, I guess it would be natural to
assume that silencers have already fallen into the net.
