If the fuel pump is electric, you can add a switch.

On another list that I frequent, one of the members installed a
female DB-25 connector with several critical circuits broken
at the connector. A male DB-25 connector is wired with the
necessary jumpers to complete the circuits. To engage the
'anti-theft device', simply remove the male connector.

If you go this route, be sure to observe the current ratings
of the connector that you choose. See http://www.digikey.com
for lots of different connector types.
