You can get it at www.microsoft.com/ie

It's called the IEAK (Internet Explorer Administration Kit), and there are
versions for 5.0, 5.5 and 6.0. While you're there, you might as well get
IE6. Seems quite solid, although you'll notice very little difference,
visually. Lots of vulerabilities have been closed.
