Try this,
Ed's tires are about 30.6" in diameter and yours should be about 29". So
for every wheel rotation he goes 30.6 inches and you go 29 inches.
29/30.6 * 115 = 108.9 mph (closer, but not quite)
Ed has a 3.55 rear end, I'll guess that you have a 3.92 (if you don't then
this doesn't work) so for every revolution of his drive shaft yours only
revolves .9 of a revolution (3.55/3.92).
(3.55/3.92) * 109.9 = 98.6 mph (which is only 4 mph from your 95 mph cutoff)
So if the computer shuts down based strictly on RPM of the engine rather
than speed this makes sense. It would also explain why someone with a
5-speed would have a different cutoff than an auto because of the different
transmission gearing.
Of course this could be all BS too. I suppose that it is always possible
that when the PCM is programmed for tire size it takes into account the
factory tire ratings and sets the appropriate top end, but I doubt it.
