I believe it's a wheel/tire/engine/transmission combo that determines the
speed limiter setting.

Is yours a 2000?? Some buds of mine have 2000's and they shut down at 95
as well. I guess they changed something in the comp for that year only,
my old '97 V-6 would go to 115 as well. I'm pretty sure it's a 2000 only
thing :( .
