as per my 98 manual,
"battery voltage is supplied to the ignition coil positive terminal from the
ASD relay.
the PCM opens and closes the ignition coil ground circuit for ignition coil
operation."

I would first check voltage out at the ASD (Auto Shutdown Relay). If good
there, wiring problem.
If no good, check out the relay.
