Windows NT, 2000, and XP are standalone operating systems that were
developed using an entirely new code base (iow, not based on DOS). All
three OS's contain a DOS-like subsystem that allows them to run 16 bit DOS
applications and 32 bit DOS extended applications (that use the DPMI, EMS or
XMS specifications), a Win16 subsystem that allows them to run (most) 16-bit
Windows applications, and a Win32 subsystem that allows them to run 32 bit
Windows applications (because technically, Win32 is not their native mode.)

Yes debate is fun but it is more fun when all the parties know what they are
talking about.
