short answer, yes it will work fine.
Long(er) answer: the 11.5 refers to the tread width of that tier mounted on a rim. In theory that number should be static throughout the recommended rim size range. Thus if the tire is rated for 7.5" to 10.5" rims (made up numbers) you should be OK. Look up the tire manufacturers size guide for the model of tire you are looking at to find the rim width recommendations..

When a tire says 32/11.5/17 what does the 11.5 refer to, it it the width of
the tire, or the width of the wheel which it must sit on. If the later is
true can a 11.5 be stuck on a 9 inch rim with no problems.
