Steve,
Your system doesn't charge when idling, but this isn't anything to worry
about. Once the rpm rises above ~1200rpm, it starts charging normally
again. I've been running under sized pulleys for several years now. If you
don't mind your lights dimming, or your blinkers slowing occasionally at a
stop light, then it won't bother you one bit.
I don't know how old you are, but if you've ever driven an older vehicle
with a generator, it's kinda like that.
