Hey that thing is exacly the idea I had a couple years back...
Except imagine the plate was only ~1" wide so it didn't cover the entire
opening when closed. Place it inline with your exhaust before the cat and
rig it up to one of the ignition systems with RPM triggered relays.
Basically when you got to a set RPM the ignition system would cause the
plate to open. You'd go from some restriction to no restriction at a set
RPM, solving the problem of too big of an exhaust hurting low end torque.
Some race cars use variable exhuast, maybe somebody here with some spare
money will show us the way.
