It is both, yes, but one reduces the pressure to the rack or box at speed,
the other gives you a full time "power assist" to make it easier to turn the
wheel. It used to be a marketing ploy to say the car has "power assist"
steering and brakes. Are you saying the brakes were only power brakes part
of the time?
my old Volvo's owners' manuals all said "power assist" steering., but they
did not have speed sensitive steering.
