Well, sort of. My drivers side lock ring comes with the bulb with very
little effort, I can't turn the passenger side at all.

Barry, It's been a while since I had to do this but I seem to remember
that
the locking ring stays on the headlight assembly and does not come off
with
the bulb.
Once it's turned far enough, the bulb should come out through the
center of
the ring.
Remember the orientation of the socket! It makes inserting the new
bulb
possible.
If the socket isn't exactly right, it won't go in!
The hardest part is tightening the lock ring. It takes long prehensile
fingers that can deliver 50 ft/lb at the tips.
