I don't have any experience with autobody paints, but with what I do
know about finishes, I would suspect sanding the plastic first and then
applying one or two coats of primer should work. IF you don't think you
got enough on with the first coat, add another. It won't hurt. I'm also
not sure about how that spray in liner stuff works. But I assume that if
it sticks to scuffed up paint, it'll stick to primer.
