Still a vacuum problem. Weak vacuum caused by a leak somewhere or very poor
engine vacuum. I once had this problem on a Ford van in our A/C shop and it
was caused by a stopped up catalytic converter which was robbing the engine
of vacuum. the owner had not noticed that the van would barely make 60 mph
on the highway!
